Performance Management Department
The Ministry of the Public Service has recently established the Performance Management Department. This function was initially ‘housed’ in the then Management Services Department but because of its importance, it was elevated to a full department.
Functions of the department

• Management and coordination of Performance Management System in the Public Service
• Review systems and procedures, and their implementation.
• Facilitate improvement of service delivery across Government
• Coordinate change management initiatives in the public service.

Performance Management System
Currently the Government of Lesotho has a four-tier performance management system:
The top tier is that of Chief Accounting Officers who sign Performance Agreements
The second tier is that of officers from Grade K to Grade I, who sign individual Agreement Forms
The third tier is officers from grade H to E, who sign individual Performance Agreement Forms (GP 29(a)
The fourth and last tier is that of officers from grade D to A, they sign individual Agreement Forms (GP 29(b)
According to the Performance Management Policy which is under review, performance of individual officers should be formally reviewed twice a year, in September and in March.

Performance Management process
Every system needs to follow a process for it to succeed. Performance management follows the following process

• Plannin
• Implementation
• Monitor progress
• Evaluation

Performance shall be monitored, reviewed on the basis of agreed goals, objectives, performance targets and service standards.
The annual performance assessment shall be conducted at the end of every financial year and performance reviews shall take place half yearly while performance monitoring will be carried throughout the performance Cycle.
The office of Perfomance Management will be at your service any time to provide support and guidance necessary at all levels.
