| The proposed project will be financed by an Investment Project Financing (IPF) of US$10 million. The modality for project implementation will consist of a blended approach which combines technical assistance to provide hands-on support as well as knowledge expertise. The project will be organized into four components, deemed critical to achieve the PDO. The components are:
(i) Strategic Planning and Fiscal Management;
(ii) Strengthening Human Resources Management;
(iii) Improving Statistical capacities; and,
(iv) Strategic Implementation Support.
Component 1: Strategic Planning and Fiscal Management
The objectives of this component are to strengthen strategic and fiscal planning and decision-making processes and improve expenditure planning and management in the health and education sector in order to achieve more effective and efficient service delivery.
Component 2: Strengthening Human Resource Management.
The objectives of this component will be: (i) to reduce irregular HR and salary payments cases; (ii) to enhance wage bill and HR control at the selected ministries; and, (iii) to improve HRM practices and deployment of human resources for better service delivery. The component will comprise three sub-components: (1) Enhancing credibility of Human Resource Information System (HRIS) by reducing irregularities and discrepancies in HR and payroll records for the whole government; (2) reviewing and re-defining HRM and payroll processes, controls and practices, and implementing the improved practices; (3) improving HRM practice in the Ministry of Health and Education.
Component 3: Improving Statistical Capacity:
The objectives of this component will be to produce timely and reliable economic, social and poverty statistics in order to provide a basis for better fiscal planning, as well as a monitoring tool for NSDP. This component will provide support for: (i) improvement of national accounts; and, (ii) conducting household budget surveys.
Component 4: Strategic Implementation Support.
The objective of this component will be to facilitate the seamless management and coordination of implementing the project, and finance activities:

Under Sub-component 2.1: Credible Human Resource Information and Payroll System (HRIS)
The biometric census is being implemented to enhance the integrity of the public service payroll through the following:
• Ensuring that all public officers are registered on the Ministry of Home Affairs National Register.
• Conducting a headcount of all public officers.
• Identifying bona-fide public officers through biometric features.
• Verifying HR and Payroll data on the Government Human Resources Information System (HRIS).
• Identifying anomalies and irregularities on the public service payroll.
• Interfacing Resource Link System with National Identity and Civil Registry System
Under Sub-component 2.2: Strengthening HRM Controls and Processes
(i) support for a revival of the Establishment Committee;
(ii) review of the Establishment list;
(iii) review of the HRM business processes in MPS and MOF, and of HR departments in line-ministries;
(iv) training program to apply the improved procedures; and
(v) support for Performance-Based Management.
Under Sub-component 2.3: Improving HRM practices in the Ministries of Education and Training, and Health
(i) a HR deployment assessment for MOET and MOH;
(ii) support for the HRM process and internal controls through business-process re-engineering; and
(iii) support a review of the pay policy for teachers.
Objectives of Component 2
• To reduce irregular HR and salary payment cases through physical biometric and payroll census for public officers;
• To enhance Human Resources and Payroll controls on the current system;
• To improve HRM practices and deployment of human resources for better service delivery.
